I must say it is a relief to read a site that doesn't have a 'background obscura' to read around. Moving to open source will make your site much more flexible too. As for volunteers with HTML experience, you might consider people who have had experience with the old WordStar program; most of the HTML format commands are exactly the same as the old WordStar formats.
